If you install 7.1B1 again, does the problem return?

What version of Windows are you using? I've seen this happen before
without even having Window-Eyes installed on the machine. A reboot
solved the problem. I don't think this has anything to do with
Window-Eyes. You could re-install 7.1B1 to verify that.
