The readme and the beta page both state:
4. Note again that Payment Plan and Evaluation versions are not
supported by Window-Eyes 7.1 Beta 1. Attempting to install Window-Eyes
7.1 Beta 1 on a Payment Plan or Evaluation version of Window-Eyes will
turn your copy of Window-Eyes into a 30 minute demonstration version.
The final release of Window-Eyes 7.1 will support all versions of
Window-Eyes, including Payment Plan and Evaluation copies.
Lease-to-Own (or LTO) copies are known as Payment Plan copies.
