What version of Window-Eyes are you using? Handytech has updated their drivers with 7.1 to automatically find the display. So if you try the public beta it should just work no matter where or how you connect it.

That way the user could have chosen to have his braille display locked on the same port always, like it is today, not changing without him doing it manually. In AUTO-mode, or let's call it DRIVER-HANDLED mode, the driver would have to send a number to WE, for which port to connect with. Ok, maybe the driver would need a small update to send out this number, and WE would need a good update, to request, accept and follow this port number. But that should be no real big deal?
