Yes you can turn off suggestions in IE 8 from the tools menu of IE. Choose
internet options. On the default tab that shows when the internet options
dialog box opens tab to where WE says settings I then set the radio button
to search providers, and you will find an option to enable suggestions or
disable them. You can also find this same internet options dialog in the
windows control panel.
