If I had to hazard a guess, I would think that meant to over-write
the free space on the disk with garbage data, which is a security
measure, because as us old timers know, when you delete a file, you
really don't delete it, just the pointer in the file table so a
hacker could get your data if it still exists on the drive.
When you over-write the space with data, then you make it much harder
or impossible to retrieve the information because it's been
over-written and erased again, and the more times this is done the
less likely it is that even a good lab can get the information.
