For what it might be worth, I traced my set file saving problems to the
voice rotor script. I'd make change and save my set files, and the next
time I booted up, bingo, I was back to old settings. When I disabled the
voice rotor script, this problem went away. I re-enabled voice rotor, and
yes, the problem returned.

Hello Sandra. if you are still having the problem of your voices not
sticking after saving the set file, please check the following:
1. Open the file menu of Window-Eyes.
2. Choose the Select Synthesizer dialog box, the shortcut is y.
3. Tab to the check box called Use Specified Speech Parameters.
Please make sure this check box is not checked. If it checked, press the
space bar to toggle it to the not checked state. Now make voice changes and
save the set and let me know if this doesn't work.
