Jed,

There is an item in the Miranda options dialog labeled "sounds." Once selected, tab a few times until you reach a treeview that lists every available event to which a sound can be assigned. Note the checked and not checked state of each item; checked means that the event is enabled, and unchecked means it will make no sound. Once you have found an event, be sure it is checked, and shift-tab to the change button. Press the spacebar, assign the sound, and repeat as needed.
