If the document is not created as text or text and image it will be an image
(graphic). and will not be readable with any screen reader.

Dear List:
Are some PDF documents inaccessible to screen readers? When I went to the
link (as shown below), to an online manual for Tracfone, Adobe Reader
(latest version) asked what order I wanted, and I chose Infer Reading
Order and I then hit enter. All that came back were a few words
concerning "correct" and "incorrect". Could this be in some sort of a
picture format? The link is:
