To send the message immediately?

Hi,

I noticed that when I press control enter to send a message, that it
plays a sound like the message has been sent.  However it seems to just
put the messages in the outbox and then I have to press control m to
send them.

It's not sending them immediately even though I have that box checked to
send messages immediately.

Is there anything I should check?
