just copy the  users folder that contains the  modified files and then
replace them?

that will do it!

I do this all the time over here.  that will include scripts and the
settings as well.

is there a way to import the settings a person has for window eyes so they
do not  have to reset everything up when they  have to reinstall the
program? 

meanning if you have everything set they way you want them is there a way to
save all the settings? and be able to  import them back into window eyes?
