As Aaron stated, the only requirement is that the server (the machine you are connecting to) must have Window-Eyes installed. The client end does NOT have to have Window-Eyes installed although if it does then you can use the virtual channel for the synthesizer making things much more responsive. But this is the only benefit of having Window-Eyes on the client.

So to answer your specific question of if you have a Windows XP system, can you connect to some other Windows machine, yes, as long as the machine you are connecting to is a system that Window-Eyes supports and has Window-Eyes setup and running correctly as per the Window-Eyes documentation.

For Citrix/RDP support, Window-Eyes must be installed on the machine
that you are connecting to, but does not need to be on the machine
you're connecting from. For example, I could connect from a Linux
system, where Window-Eyes doesn't run at all, to a Windows machine
through RDP, and have full Window-Eyes support for that Windows
environment.
