Afraid Jeff this mightn't be very helpful, but I have all the settings you
speak of, including the bull's eye circle round the mouse pointerwhen pressing the control key, in mouse pointer options in the mouse settings dialogue. I'm
using XP Pro too.

So, I wonder if it's a driver issue and whether you might look for an update to the installed driver or reinstall it? that's the only thing I can think
of.

So, can anyone help me find the way to access the enhanced Mouse
Pointer Options?
