yes, many people are reporting the "loss of speech" issue.

I guess you should email [email protected] to ask if they want any info
from you; I don't know where they stand on figuring out this problem. 

I don't even know if it's specific to one particular engine or not; when it
happens to me I'm using a dectalk access 32.

This has I think all ready been reported. It wasn't happening to me before
7.11 I don't recall it was anyway.  I can be on a website and the speech
just dies. alt control w won't bring it back just the tone alt f 4 won't
bring it back in fact this last time I think a radio station came on in my
media player but still except for the tone or the chime script no voice.
Finally I shut down and restarted the computer manually. that did the trick.
Voice is back for now.
