To get at a tooltip, pres insert-ctrl-t
Will will tell you the last application flashing and the last tooltip, if
any.
But if you havbe a balloon tooltip that needs to be clicked on or such, then
insert-numpad-plus key pressed twice focuses you on that.
Hope I'm getting my terminology correct here.
