Hi,  well here I use outlook 2007 for this.  It uses the internet explorer
news feed system so just subscribe to the feeed using internet explorer and
outlook will download all the feeds to it's own folder in the rss folder. It
has been a while and I have not looked lately  at the accessibility of the
program but windows live mail also supports this ability.
Another nice means of getting news feeds is the rss gagit your feeds come up
in a web page style interface use brows mode to move to the feed you want
and then click on the article you want to read using brows mode.  The
article will open in windows explorer this gagit also using the internet
explorer feed system and is a part of windows vista or lator. For xp users
the side bar is available as an add-on.

I use Accessible RSS News Reader. If I were at my own PC I would 
include the link, but you can find it by searching the name on 
Google. I like it because it is simple and pretty intuitive. the 
display format is basically two list views with one being the list of 
subscribed feeds and the second being the list of items in the feed 
you are currently browsing.
