I put Window-Eyes on a NetBook by copying the CD onto a USB memory stick. It can also work by copying the CD on to an SD card since all the NetBooks I've seen have both USB and SD slots.
If you are not certain of the drive letter assigned you can use Windows Narrator to get going. Press the Windows Key+R than type narrator and press the enter key.
