Hi,

Yes it is possible.  You can build a window-eyes mobile yourself using the 
steps in the kb article on the subject, or you can get window-eyes mobile 
helper and have it all taken care of for you.

It works as good as window-eyes installed direct only it's portable.  You do 
need administrator privilages on the computer you are going to run your 
portable on but aside from that it is really good.  If you need quick access to 
a computer that you can't get admin privilages on, you can also set up mobile 
nvda.  That works very well also.
