I have this same problem. When it happened during the initial install of WE the install with speech is lost however with sighted help I was able to finish the install without speech. When it happened after the install a reboot of the computer would usually resolve it. On my computer running the latest graphic driver anytime I changed screen resolution the error you described would happen but again a reboot resolved it.
