Hi yes there are.  

By default these commands are m to move forward buy frames and shift+m to
move backward buy frames.  

For a complete list of features for working with the internet with
window-eyes see chapter 19 of the window-eyes manual.

Are there keystroke commands for navigating between frames on web pages? If
so, what are they? Also, would I be correct in advising someone making a web
site that it is better not to have frames?
