I went to the link you provided. What happened for me was the following;
The page rapidly downloaded. I did hear the adobe spiel about analyzing or
what ever the actual verbiage is when the accessibility screen pops up.
However in the end the screen is still there asking how you want the
document to be processed. using the mouse I clicked on that window and then
it proceeded to analyze the document so it could be read.
But this document is horrible with missing spaces between words. Good luck
making sense of the text and filling out the form. It sort of sounds like
another language when red with WE. The text is garbled. I would suggest to
some one who can do something about it to proof read this document for
accuracy. Who ever is providing this document should be made aware.

I have a machine using Windows XP and another on Windows 2000. I have the
latest versions of Adobe Reader and Window-Eyes. One of the types of PDF
documents on the Wisconsin IRS website seems to be unreadable. It fails
to come up with the Reading Order choice dialog. It just says "alert
document being processed" and "full document." It just sits there without
anything to read. These trouble documents are called fill-in forms. If
you have encountered this and found a solution, please let me know. I
