Again, correct. There is no manual option, as you'll note when reading through the dialog.

When did this change?

Window-Eyes 6.1 was the last version to offer the manual in MP3 format explicitly. We no longer have the resources to devote so much time to human recording. That's one of the least efficient ways to absorb documentation, IMHO. It's not easy to search through an MP3, for example. The DAISY format does provide an audio version (in MP3, no less) if that is the preferred method of reading through the text, even if it's not with the most popular voice.
