If it's a listed recorded nls magazine, and you are a member of the talking book program, then you can get the magazine mailed to you. Or if you have a daisy player, you can set up for downloading and listening to the magazine on a daisy player such as a Victor Reader Stream, BookSense, or the new nls digital talking book machine.
Keeping it simple, you can't have legal access to nls produced materials, braille or recorded, unless you are signed up with the program in the first place. My reply might be a little confusing, since I am not sure if this magazine is a recorded or brailled magazine, and I'm not sure if you are thinking about the BARD digital download site, where the magazine should also be available from.
