Hi Joe.
This can be   affected with the speak tooltip option in the General menu. As
far as I understand it, it affects only the program you are currently in,
means you can set it to off for a specific program and you wont hear  any
application attention messages from other programs. So, this is not what you
were asking for, because you want to disable this attention message for a
specific application, no matter in which program you are currently.
So, I think it is not possible to do what you are asking for. Maybe a script
can do this, but maybe I'm wrong, :)
