Francis,

Insert-B is the Window-Eye bypass command. However, you don't need it to produce the pound symbol. Simply make sure your numlock is turned on. Then while holding down the ALT key press 0 then 1 then 6 then 3 on the numpad. Let go of the ALT key and you'll have the English pound symbol.
