This is a key label dictionary issue. Since key labels don't know
anything about context it would need to be solved with a script.

I'm using windows, sp3, and just now turned off all scripts, ctrl-\,
alt-f, m, enter arrow to off, enter. No change.
Perhaps some other hotkeys, or whatever they are called, are
mislabeled as well, don't know.
I know this can be fixed individually, user by user.
