It sounds like you're hearing events from your computer setting itself up.  
This "weird blurb" may actually flash very quickly across the screen.  There's 
a really easy way to avoid hearing any of this stuff.  Start WE manually after 
you hear the Windows sound.

Window-Eyes is speaking, had a sighted friend check the screen,  as the 
computer was booting up,  and there was nothing like that on the screen.
  I wonder where Window-Eyes is picking this up?
