Hi.  Here is a problem I was having with my Dell Desktop and laptop
computers on starting them and how I tried solving it.  

When my computers would start up and Window-eyes would begin speaking, if I
heard anything other than start button and arro, if I pressed the tab key
nothing would happen.  I would have to press the start menu key, press
escape and then I could tab away to my heart's content and land on the task
bar and so forth.  

A few days ago this behavior was occurring on my laptop.  On start of
Window-eyes I was hearing Keyboard English United States or the word dialog
repeated.  I left clicked the mouse pad a few times and the problem was
resolved.  

On my desktop I was hearing Keyboard English United States.  I can't
remember exactly what I did to solve the problem.  It is fixed though.  

Apparently if the mouse pointer lands on the start button it allows the tab
key to have focus.  Hope this helps.
