But this is an upgrade file so creating such a CD will do nothing more than
what's needed in the first place; locate the file and run it. You need a
working version of Window-Eyes to upgrade.

Why not just make an autorun.inf file.
Do this:
1. Download the window-eyes installer.
2. Rename the file to setup.exe
3. Create a file called autorun.inf using notepad.
Make the file have the following content exactly:
[autorun]
open = setup.exe
then save the file.
4. burn the CD as data, and put both the setup.exe file and the
autorun.inf file on the root directory of the CD.
Vwoyla! Mission accomplished!
