You can evaluate GoldWave free from www.goldwave.com. I think it's about
$40 for a license. The documentation is excellent. It's keyboard
friendly. The program even detects a running screen reader and adjusts
its accessibility where appropriate. The trial is very fair; you have
about 2,500 commands in total before it will stop working. Hope this helps.
