yes you can do this in many ways.  
one define the command to toggle all voices or you can define the command to 
turn the voice off for a given program.  so lets say your using outlook and for 
some reason you decide you don't want speech in this program you can use the 
command to toggle speech off.  then when you go to another program speech will 
come on again.  
another way you could do this is get the speech mode toggle  script.  what this 
script does is with a press of a key will toggle windows eyes speech in three 
modes.  one speech on.  this mode will have window-eyes speak normally.  
2.  speech mode clicks.  this will cause window-eyes to click when speech is 
normally produced letting you know window-eyes is still reading and reporting 
back what is going on.  useful if you got a program working on a task that 
would produce lots of speech so you know it is working but you don't have to 
here all the chatter.  
3.  speech off.  this mode turns speech off and nothing is herd tell you set it 
to one of the other modes.  
one of these methods should do the job your wanting.
