Although the following article refers to safely and easily removing a
flash drive at any time under WXP, it may also work equally as well
under W7. As I hope to change to W7 shortly, it would be great to know
in advance if the method works.
I have been using the following successfully under WXP for years without
any problem at all.
This will not fix your System's Tray problem but it may be a way around it.

Below is an article covering a simple method of removing a Pen Drive.
Firstly, an alternative way of arriving at the correct section:
With the Pen Drive connected.
Highlight the Pen Drive in My Computer and press Alt enter for properties.
Highlight the control tab, hardware, then tab to and press enter on
properties.
highlight the control tab, policies.
carry out the steps covered below.

Computers use caching to improve performance. So
data can still be stored in a cache and if you remove a USB pen drive or
memory stick you
can corrupt that device and lose data. The correct way is to stop the
device and in the
tool bar at the bottom right of the XP screen you should see an icon
which has a green
arrow on it. If you hover the cursor over it the words “Safely Remove
Hardware” should
appear. Double click on it to bring up the device and Stop it.
Alternatively you can
disable “caching” on the USB device to enable you to remove it without
stopping it. Open
Control Panel, System and then hardware device manager. Find the USB
device (usually
under hardware). Click on the device and select properties and then
find the policies
tab.
Set write caching to “Optimise for quick removal”. Once that is done you
can safely remove this device anytime in the future.
