This should be fixed with WE 7.12. It fixed this issue for me and for many
others.
Have you installed WE 7.12?

Subject: Windows 7 - Booting to Desktop

Hi Everyone

I have had problems booting up my Windows 7 machine. If I set Window-Eyes
to start automatically it does not load properly. It launches, but the
Window-
Eyes specific keys do not all work. I have to shut the PC down and start
again.

However, I have found that if I power up the machine, press Windows D to
access the Desktop and then launch Windo-Eyes manually I do not have any
problems.

Does anyone know if there is a way of booting Windows 7 up so it lands on
the Desktop?

I did some googling but the only solution I found involved hacking the
Registry, which I do not feel competent enough to do.
