Here's another possibility. I recently reinstalled Office 2003 and found WE wouldn't speak cursor movement in Excel until I closed the spreadsheet that appeared on startup and either created a new one or opened an existing one. Here's what seemed to be happening. When I moused around at the bottom of the screen, I found a couple tabs open, both of which seemed to deal with getting started with Excel or the help system. When I clicked on them with the mouse cursor, I could then close them--but not until I did that. This isn't a good description of what I was experiencing; it's been a week or so since this happened. Nevertheless, I hope this helps.
