You are correct. When I use the shift-tab key to go to a folder and then use the tab key to go to the messages WE reads the first message in the list but enter will not open it. I have some vision and noticed that despite WE reading the message info it is actually not highlighted and cannot be opened using enter.

I also arrow down once which highlights and reads the next message and use the up arrow to go back to the first message which is now highlighted, read and can be opened.

Is this a WE or tbird problem good question.

Wondering if anyone else has this problem. It's been with me since I
started using thunderbird. When I first go into a folder, to open a
message, the top message won't open, with the enter key. I have to use
my mouse keys to line up then open with double click. This happens, if
there's just one message or to the top message in a group. If I arrow
down to the next message, then back up to the top, I can open with the
enter key. Very strange and I don't know why.
