Content on web pages used to be static: you pressed enter on a link and a whole new page showed up. This was easy to deal with by just reloading the Browse Mode buffer, obtaining the new page information. These days, it's very easy to change the content on a page without loading a entirely new page. There are multiple reasons why this is beneficial. Minimal content changes means keeping your place on a page without having the entire document reload (this is what makes web applications possible). In addition, it minimizes the amount of data that needs to be transferred to the browser, which decreases the amount of bandwidth needed, and increases the speed of the whole web page experience.

So when we say that activating a link causes something dynamic to happen, it means that only a small portion of the page changed without necessitating an entire page reload. These cases are when Browse Mode needs to be refreshed to retrieve the new content.
