Not strictly true, with 9x series if you had a double talk pc,
 you could access safe mode.

But for any modern os, it is true.

Does anyone know if tehre is a speech program that would speak when Windows Vista is in safe mode? If there is another Windows operating system that can be used with speech while in safe mode, please let me know. Thank you all very much.
