John,

the most straight-forward way is to go to the WE control panel, choose the
file menu, the manage scripts submenu, and the "add or remove packages"
choice.  this will let you point to the .wepm file which you've downloaded,
and it will start the installation process.

If you are using the "install packages" script, which is a great
convenience, it will start the installation process for you, once you've
indicated which script you want to install.  

finally, in windows explorer, you should be able to press <enter> on the
.wepm file, and this too should start installation.
