As for your first question:

1. Go to your desktop. I.e, press WIN-D, alternatively, WIN-M.
2. Scroll down to RECYCLE BIN.
3. Press ALT-ENTER.
4. In the property menu, there will be a checkbox for whether you want this 
kind of confirmation questions, for each deletion you attempt. 
5. Do your changes, and end by clicking OK.

The above is valid in Win XP. Since you did not mention whether this is your 
flavor of Windows, I took a chance. If there is another approach in newer 
Windows, others might want to fill me in here.

  First, when I hit the delete key while in windows explorer, I do not get a
