Okay this issue has been resolved and you can tab between the combo boxes of your credit card information without a problem.
Actually it seems there never was an issue but for some reason on my system Window-Eyes wouldn't move when the tab key was pressed but when the computer was rebooted and Window-Eyes was restarted things behaved as expected.
