In fact, all global scripts are available to run at all times; however,
scripts that are written with a specific application like Microsoft
Word, only run when the 

Microsoft word program is running.

I have had numbers of situations where scripts appeared to fail in
groups.

I wonder why it is necessary for all scripts to run at all times.

Would it be possible to write scripts in such a way that they became
active when needed as do set files.
