outlook 2003 is virtually unchanged from 2002, and this is still how you do it.
You do have an option to use the Windows address book for your contact information, rather than the outlook contacts, and if you've set outlook to work like this, then of course you'll need a different method for editing the address book (which I don't know, sorry).
