This may possibly be of use to someone. Yesterday, in checking for possible updates at Microsoft's update site, I discovered one listed hardware update described as an update for the usb-serial chip. I downloaded the update. It required a reboot to take effect and I didn't get around to that until the next day. When I did, I discovered I had no speech. I tried to change from my external dectalk express to the window eyes dec32 with no success. I closed WE, reopened it, and managed to then change to the dec32 speech. A quick check in device manager revealed that the update had changed the com port of the usb-serial chip to com 5 from com4. Although I could have changed the com port designation from within the hardware manager, it was easier to go into window eyes and change the dec express from com4 to com5 there. This may not happen to all USB to serial chips, but on my USBG converter it did. I figure anyone else who might discover and use this update might benefit from the heads up that a com port change might be the result. Forewarned is forearmed.
