I have the latest version of mush and the xml plugin for window-eyes found at: http://oriolg.es/mush.php I did go to file -> global settings to the plug-ins tab and found the tts-window-eyes.xml file and added it. I still get no speech.

Now, one thing. if you have a prompt. its not going to work right sadly unless you can put a linefeed on your prompt. when i would run into that i used monkeyterm. I have that installer but not the file to make w.e work most muds you can put a line feed on your prompt. or they have no prompt at all if anyone has any questions or plays aardwolf and needs help i can do it. I have aard specific files and plugins as well.
