Hi, Try the following.

Press windows key M to go to the desktop.
Press w until you hear window-eyes.
Press alt enter to get the properties window.
Tab to the shortcut key edit and make sure  there is a w in that box .
Press enter, to leave the properties dialog.
now press control alt w.
You should hear that another copy of window-eyes is already running.
The next time some one shuts off window-eyes on you, control alt w will bring 
it back.
