You will have to take the program out of your Windows startup sequence.
msconfig or any number of third party tools should be able to do this.
Note that you might do serious damage if you disable the wrong program.

This is not related to Window-Eyes. It is probably some custom utility
related to your computer that is starting up. The reason it cannot be
viewed on the screen is because the window is only created but never shown.
