What seems to work best for me is to always keep

Track mouse with focus global off!

Then just turn it on for specific programs like notepad, word, and
WordPerfect for the main editing windows.

all most all of my programs work better on menus when the screen voice
is off. then track mouse will not cause so much havak when in menus and
list views.

        This made all of the listviews-even all the window-eyes lists
unusable with the arrow keys.

        I used the mouse to get this turned back off and things are
talking again.
