I'm having the same problem and it also occurs in the context menu as well

Subject: More Windows Explorer problems with beta
Running the Beta on a Windows 7 64 bit machine. While using Windows
Explorer to list my picture files if I try to open the file menu by
hitting the alt key WE announces file pulldown but if you use the down
arrow to expand it it does expand but WE does not speak the items in the
menu. Tried it numerous times with same result.
