I posted that problem yesterday, as I thought it was a 
bug locking up the control panel.
I had a shortkey on my desktop and for some reason at the 
time entered on it.  after advising that WE was already 
running I closed it out with the OK button after which I 
could no longer access the control panel using control 
backslash .

Yet that is the only way I have found as well guess it still 
holds true
when in doubt reboot.
