Are you using the beta?
  If so:

To turn off punctuation:
1.  Open the Window-Eyes Control Panel;
2.  Make sure you are in the TreeView by hitting ALT-E;
3.  Hit HOME to move to the top of the TreeView;
4.  If you hear "Screen [closed or expanded] one of seven," enable Show
Advanced Options with ALT-H followed by V.  You should hear "One of
Thirteen;"
5.  If the Screen node is closed, RightArrow to expand it;
6.  DownArrow to Punctuation;
7.  Now, Tab to reach the various Buttons and Combo Boxes to select your
preferred Punctuation settings.  The Buttons allow you to determine whether
your Punctuation changes will have Global scope or will pertain only to the
program which was active when you opened the Control panel.  The Combo Boxes
allow you to specify the level of spoken punctuation.

To change the key echo:
1.  Open the Control Panel;
2.  Make sure you are in the TreeView by hitting ALT-E;
3.  Hit the "k" key to take you to the Keyboard node in the TreeView;
4.  RightArrow to expand the node, if it is not already expanded;
5.  DownArrow to Voice;
6.  Tab once to the Toggle Scope button;
7.  If you want the same key echo in all programs, make sure this button
says Global, if it does not, hit the SPACEBAR to toggle it;
8.  Tab again.  This should put you in the combo Box where you can select
your preferred KeyEcho setting..

  Keep in mind, in order to save either of the above settings you will need
to either TAB to the Save Setting Button and activate it or use the 
Hotkey CTRL-S to activate the Save Settings Button.
