Sometimes if I have a problem getting a page to load, I use ctrl-f6, with seems
to put me on the page. If browse mode doesn't turn on, then try to turn it on
manually after pressing ctrl-f6.
Don't know if this will help, but give it a try.

when I go into ie8 with we7.2 and I bring up any page hitting
